Proposal

Guildford Borough Council is looking for a Voluntary Community Organization to lease the Hall at Sutherland Memorial Park during specified hours of the day, at weekends and during school holdays.  Any applicant must be able to demonstrate that they can operate the venue safely (including meeting all H&S requirements), at no cost to the Council, undertake all administration (inc the billing and cash handling, run a separate bank account and prepare accounts for the operation) and open and close the venue and keep it clean.

Expressions of interest will be evaluated on the following basis.

Weighting  Criteria
Pass/Fail There will be no cost to the Council
20% The VCO will deliver the community objective to run the facility
20% Access for community groups and users will be improved 
15% The facility will be actively promoted
15% The venue will be operated safely
10% The Tenant will administer the income and expenditure prudently and transparently
10% The building will be kept secure
10% The premises will be kept clean and well maintained

 

Rent

Nil rent as the incoming tenant will manage the centre as a community hall, to manage the day to day running of the Hall for community use. Further information can be provided by the agent.

Permitted Use

User Class F2(b) to use the club as a community hall for the benefit of the local community.

Monday to Friday (Term Time) - 16:00 to 23:00
Monday to Friday (Non Term Time) 09:00 to 23:00
